December 16, 2025 | California - Citadel Roofing & Solar, one of California’s leading roofing, battery, and solar installers, today announced a new partnership with Participate Energy to deliver a prepaid solar lease designed for the post-2025 federal incentive landscape. Beginning January 1, 2026, the 30% residential solar tax credit (Section 25D) will no longer apply to homeowner-owned systems, changing how homeowners access solar value and financing.
The new Participate Energy Prepaid Lease Program allows homeowners to make a single upfront prepayment for long-term access to solar energy. Participate Energy owns, monitors, and maintains the system, while Citadel completes the installation using its in-house roofing and solar teams. Homeowners benefit from a simple structure with no debt, no monthly solar lease payments, and no equipment ownership responsibilities.
Because the system is developer-owned, Participate Energy can continue to claim federal incentives available under the Section 48E commercial Investment Tax Credit, as well as system depreciation. Those incentives are incorporated into the prepaid amount, helping preserve solar value despite the sunset of the 25D credit.
“We want families to feel confident that solar is still accessible after 2025,” said Aaron Nitzkin, Executive Vice President at Citadel Roofing & Solar. “This prepaid lease offers a straightforward, predictable option with no loans, no escalators, and no surprises, while leveraging the commercial tax credit structure that remains in place.”

“Participate Energy’s mission is to expand access to clean and dependable energy for homeowners everywhere by developing innovative finance solutions that solve problems and unlock value for customers,” said J Stephen Pollock, CEO of Participate Energy. “The prepaid lease gives homeowners a clear, predictable way to go solar without monthly payments, and Citadel’s history of delivering high-quality solar and battery systems, paired with strong ethics and a customer-focused approach, makes it a valued long-term partner”
With more than 30 years of roofing, solar, and battery installation leadership experience, Citadel continues to help California homeowners navigate incentive changes with education-first guidance and high-quality craftsmanship.
